Bronx Metro-North Rezoning Will Boost Housing Around Transit Hubs

The Bronx Metro-North Station Area rezoning is designed to complement four new Metro-North stations coming to Parkchester/Van Nest, Morris Park, Hunts Point, and Co-op City.
Plan Overview
In August 2024, the New York City Council approved the Bronx Metro-North Station Area Plan, which will rezone the 46-block area surrounding four planned Metro-North stations coming to Hunts Point, Parkchester/Van Nest, Morris Park and Co-op City by 2027.
The City estimates the plan will create approximately 7,000 new homes, including 1,700 permanently affordable units, 10,000 jobs and improved public spaces.
The Bronx Metro-North Station Area rezoning, 485x tax abatement, Mayor Eric Adams' City of Yes and relatively low basis for new construction projects should further increase development activity in the borough.
Key Plan Components

Zoning Overhaul
Will allow residential uses in sections of Parkchester/Van Nest previously designated solely for commercial and manufacturing uses and expand the amount of housing allowed in residential districts of both Parkchester/Van Nest and Morris Park.

New Housing
The plan will help spur the creation of approximately 7,000 new homes.

Affordable Housing
Includes 1,700 permanently income-restricted homes through Mandatory Inclusionary Housing.

Job Creation
Will lead to the creation of 10,000 new jobs by strengthening commercial corridors.
Will support the growth of prominent local institutions and job centers, including Calvary Hospital, Hutchinson Metro Center, Jacobi Medical Center, and Montefiore Hospital.
With a total of 37,000 jobs, Morris Park and Hunts Point are two of the 10 largest job centers in New York City.

City Investment
The plan includes a city investment of approximately $500 million in public amenities and infrastructure:
A new public plaza at the Morris Park station with enhanced pedestrian crossing along Eastchester Road.
The surrounding areas of the Morris Park and Parkchester/Van Nest stations will feature improved pedestrian safety, transportation access, and traffic circulation with intersection and streetscape improvements.
Enhancements to public parks and open spaces, including renovations to the following parks: Castle Hill Playground, Bufano Park, Pelham Bay Park Ballfields #4 and #5, Taylor Playground, Virginia Playground, Loreto Playground and Brady Playground.
Drainage infrastructure upgrades in order to mitigate flooding.
School facilities to be upgraded at PS 102, PS 106, Linden Tree, Archer Elementary, PS 12, MS 127 and PS 138.

Community-Led
The rezoning approval came after six years of public collaboration with in-person and virtual workshops, small group meetings and surveys. The city worked alongside local elected officials and community stakeholders such as medical and educational institutions, as well as federal and state officials to finalize the rezoning plan.
